Project SMART

Project SMART is a summer math program for eligible migratory students in Kindergarten to 8th grade.

The intent of this program is to improve the math skills of migratory students through scientifically based instruction, professional development, and parent involvement. Districts may offer a Project SMART program in a center and/or home-based setting.

The following strategy is outlined in the Texas MEP Statewide Service Delivery Plan:

Goal 1: Reading Language Arts (RLA) and Mathematics:

Strategy 1-2: Coordinate/provide supplemental math instruction to eligible migratory students in grades K-12 during the performance period (regular school year and summer).

Independent Project District staff who wish to offer Project SMART in their district should contact their ESC MEP contact for information about how to receive and/or provide training for instructors in their area.

SSA Member District MEP staff should review the regional contract to determine whether the Project SMART program services will be provided by District or ESC MEP staff.

MEP staff contact all eligible migratory students and their parents with information about the program. One-page flyers that can be shared with parents are available on the TMEP portal, on the Project SMART page for MEP Staff.

Students who are required to attend summer school may also register for Project SMART for part of the day, if there is an understanding and collaboration between both program teachers.

ESC Responsibilities

Training Requirements

New ESC MEP staff must attend a Training of Trainers (TOT) as required by TEA to receive updated training materials and access to the Project SMART portal and all instructional and training resources. Returning ESC MEP staff should complete three review online course modules and attend virtual office hours, if needed. These training opportunities are offered in the spring, typically in April.

If the Project SMART program will be offered in a region, the ESC Project SMART contact who attended or completed the TOT is required to provide training for the instructors who will deliver Project SMART instruction in that region. For information about this training contact MEP Capacity Building & Curriculum Initiative staff at TEA.MEPGrants@esc20.net.

ESC ESSA Basic Services Grant Requirements for Project Districts

An ESC MEP staff member is responsible for disseminating updates to Independent Project District coordinators each program year. ESC MEP staff receive or complete the training of trainers offered in April, then deliver the training to Independent Project District instructors and administrators who will be implementing the program.

For SSA Member Districts, either the SSA Member District MEP staff or ESC SSA MEP staff can be trained by the ESC Project SMART contact and can provide the services after receiving the training. This should be outlined in the regional contract.
