TX-NGS/MSIX
Data
The TX-NGS/MSIX Manual states that the Texas New Generation System (TX-NGS) has been “the state database used in Texas to communicate demographic, educational, and health data on migratory students to educators throughout the nation.”
MSIX is the national database that links records to facilitate the national exchange of migratory students’ educational and health information among the states. “TX-NGS system communicates with MSIX to sync student data daily excluding weekends and holidays.”
Many crucial aspects of the MEP like funding and performance measurement come directly from reports run out of the TX-NGS or MSIX systems. For this reason, accurate data collection and timely entry into TX-NGS are of the highest importance.
TX-NGS Data Collection
Data Specialists
TX-NGS Data Specialists
TX-NGS data entry must be conducted for all types of MEP districts: Independent Project, SSA Member, and Non-Project districts. The person responsible for data entry into the system for each MEP is referred to as the TX-NGS Data Specialist.
- Independent Project Districts must conduct their own; however, smaller Independent Project Districts may contract with an ESC for this activity.
- For SSA Member Districts, most often, this is completed at the ESC level with required district support.
- For Non-Project Districts, the ESC serves as the TX-NGS data specialist. Non-Project Districts do not conduct their own TX-NGS data entry.
Training Requirements
TX-NGS data entry specialists cannot perform duties or receive a password without a training offered by the ESC. Data entry specialists must receive this training annually to ensure all migrant student data is entered and maintained properly and in a timely manner according to the updated TX-NGS/MSIX Manual. It is highly suggested that Independent Project District MEP Directors also attend this training since they must review the TX-NGS data encoded by the TX-NGS Specialist.
ESC TX-NGS Specialists must attend webinars offered by the TX-NGS Help Desk. The updates shared in these sessions need to be provided to District Data entry specialists in separate trainings, (i.e., New MSIX Users’ training, Cybersecurity and Privacy Awareness for MSIX Users).
Quality Control
The Texas MEP has developed a TX-NGS Quality Control process for ensuring that information is accurately captured on all COEs and entered into the TX-NGS system. This process is outlined in the Texas Data Management Requirements Manual for TX-NGS and MSIX, or TX-NGS/MSIX Manual. This manual can be accessed by ESC staff in the ESC MEP Staff Only section of the TMEP portal.
ESC Responsibilities
- ESCs ensure LEA or ESC TX-NGS data entry specialists run required reports and check for accuracy. LEA TX-NGS data specialists must generate, print, and distribute all reports to the designated MEP staff as per guidance from their MEP coordinator and/or director. ESC MEP staff must run the reports for their SSA Member districts and ensure the reports have been run by every Independent Project District as required in the TX-NGS/MSIX Manual.
- ESCs ensure the data entered into TX-NGS by LEA or ESC TX-NGS data entry specialist is accurate and appropriately supported by documentation. ESC staff should refer to the Required School District/ESC Activities Chart in the TX-NGS/MSIX Manual for data entry timelines to determine which data to review in the current month.
- ESCs conduct an annual TX-NGS Data Specialist Quality Control visit. The ESC TX-NGS Data Specialist must schedule an annual visit with every TX-NGS Data Specialist in each Independent Project District as directed in the TX-NGS/MSIX Manual. The purpose of this visit is to determine whether TX-NGS/MSIX activities have been implemented in a manner that ensures the validity and accuracy of the data encoded in TX-NGS.
Reports
In addition to data entry, TX-NGS/MSIX Data specialists can provide support to other MEP staff responsible for serving the migratory students and families in many ways. One important way is to generate, print, and distribute reports to the designated staff members as per guidance from the MEP coordinator and/or director.
Reports
- Two-Year-Old Turning Three Report. Provide this to the appropriate recruiter for residency verification and to the appropriate ABB instructor for enrollment into the ABB home-based or center-based program.
- Comprehensive Secondary Credit Report. Provide a printed copy of this report to the secondary student, parent, counselor, MEP coordinator, etc.
- Migrant Student Information Exchange (MSIX) Consolidated Student Record. Generate and print this for MEP staff, as appropriate. For more information, see the MSIX tab on the Inter/Intrastate Coordination topic page.
For a list of reports that support the graduation of migratory students, view the TX-NGS Reports pdf.
TX-NGS Data Specialists play an important role in many aspects of the MEP.

MEP Service Coordination
MEP Service Coordination
The TX-NGS/MSIX data entry specialist has an important role in assisting migratory students and families by ensuring that all data is accurately entered into the statewide TX-NGS database in a timely manner. MEP staff across the United States are dependent on the accuracy of the TX-NGS data in order to either offer needed services not yet provided or to continue services already initiated for migratory students and families.
The TX-NGS data specialist should ensure the following activities are addressed accurately as per the timelines and descriptions outlined in the TX-NGS/MSIX Manual:
- Encode all supplemental academic and support services received by migratory students for each individual migratory student.
- For any child age 3-5 NOT enrolled in A Bright Beginning, Prekindergarten, or Kindergarten but who is enrolled in any other early childhood program, write the name of the program in which they are enrolled in the comments section of the student’s record.
- Note any services or programs each OSY student is enrolled in, such as a High School Equivalency Program, in the comments section of each student’s record.
- Generate, print, and distribute all reports to the designated MEP, district, or campus staff members as per guidance from the MEP coordinator and/or director.

College, Career, or Military
Readiness (CCMR)
College, Career, or Military Readiness (CCMR)
The TX-NGS/MSIX data entry specialist can provide support to other MEP staff responsible for serving the migratory students and promote on-time graduation in several ways.
- Encode most recent transcripts and course grades into TX-NGS.
- Encode/Verify all state assessment data into TX-NGS.
- Request, receive, and encode any missing records, as needed.
- Monitor students’ grades and coursework as they are encoded into TX-NGS and notify the migrant counselor, director, or appropriate MEP staff member if any discrepancies are noted (e.g., repeated coursework, failing grades, missing data).
- Generate, print, and distribute all reports to the designated MEP, district, or campus staff members as per guidance from the MEP coordinator and/or director.

Out-of-School Youth
Out-of-School Youth (OSY)
The TX-NGS Data Entry Specialist and staff also have an important role in assisting migratory OSY by ensuring that all data is accurately entered into the statewide TX-NGS database in a timely manner. MEP staff across the United States are dependent on the accuracy of the TX-NGS data in order to either offer needed services not yet provided or to continue services already initiated for migratory OSY and families in the sending and/or receiving districts.
The TX-NGS Data Specialist should ensure the following activities are addressed accurately as per the timelines outlined in the TX-NGS Manual.
- Add comments or programs that each OSY is receiving and/or enrolled in such as a GED program.
- Encode all supplemental services offered to migratory OSY.
- Generate, print, and distribute all reports to the designated MEP, district, or campus staff members as per guidance from the MEP coordinator and/or director.

SSA Member Districts and Fiscal Agents

Required District Support
It is necessary for the SSA Member District to provide all requested data and any supporting documentation to the ESC to ensure accurate data is entered by each deadline. SSA Member Districts should provide a contact at the local level who has access to or can coordinate data collection needed for the MEP throughout the year. Required migratory student data from the SSA Member Districts may include information regarding enrollments/withdrawals, grades/credits, immunizations, graduation, state assessment scores, English learners/Emergent Bilingual, etc.
ESC Support
The ESC supports SSA Member Districts TX-NGS/MSIX efforts in the following ways:
- Serve as the TX-NGS data specialist.
- Send reminder emails to the designated contact at the SSA Member District regarding upcoming deadlines for data submission to the TX-NGS data specialist.
- Ensure the data entered in TX-NGS is accurate and appropriately supported by documentation. ESC SSA TX-NGS data specialists should refer to the TX-NGS Manual Required School District/ESC Activities Chart for data entry timelines to determine which data to enter in the current month.
- Send and receive all MSIX Move Notifications. The ESC MSIX Regional Data Contacts receive all MSIX move notifications from the MSIX automated system and coordinate with the recruiters of the appropriate SSA Member District about a potentially eligible child so ID&R can be conducted.
ESC Responsibilities

Timelines & Support
Independent Project Districts
- ESCs send reminder emails to LEA TX-NGS data specialists regarding upcoming monthly deadlines for data entry.
- The ESC TX-NGS Specialist provides technical support throughout the year to LEA MEP staff.
- The ESC MSIX Regional Data Contact forwards all MSIX Move notifications. The ESC receives all MSIX move notifications from the MSIX automated system and must notify the appropriate Project District MEP staff of a potential eligible child so ID&R can be conducted in a timely manner.
- ESCs will coordinate with the TX-NGS Helpdesk for MSIX record reconciliation. Occasionally, a student may have more than one record in the MSIX system. It is imperative that when an MEP staff member notices this discrepancy, the staff member reaches out to the TX-NGS Helpdesk to coordinate a record reconciliation. The TX-NGS Helpdesk staff will work with MSIX staff to consolidate the two separate student records into one.
SSA Member Districts
- ESCs serve as the TX-NGS data specialist.
- The ESC sends reminder emails to the designated contact at the SSA Member District regarding upcoming deadlines for data submission to the TX-NGS data specialist.
- Send and receive all MSIX Move Notifications. The ESC MSIX Regional Data Contact receives all MSIX move notifications from the MSIX automated system and coordinates with the recruiter of the appropriate SSA Member District about a potentially eligible child so ID&R can be conducted.
Non-Project Districts
The ESC is responsible for encoding the COE and other school information in TX-NGS. The TX-NGS/MSIX data entry specialist has an important role in assisting migratory students and families by ensuring that all data is accurately entered into the statewide TX-NGS database as per the timelines and descriptions outlined in the updated TX-NGS/MSIX Manual.
The ESC supports Non-Project Districts in these efforts in several ways:
- Serves as the TX-NGS Data Specialist. Non-Project Districts do not conduct their own TX-NGS data entry. The ESC performs this activity.
- Forwards all MSIX Move Notifications. The ESC receives all MSIX move notifications from the MSIX automated system and must notify the ESC recruiter of a potentially eligible child so the recruiter can conduct ID&R.
- Maintains eligibility documentation. The ESC maintains the auditable copy of the COE and SDF. The ESC provides a copy of the COE/SDF to the Non-Project District and the identified migratory family.
